The one major sticking point is the Jim Crow-era Pistol Purchase Permit. The sheriffs and their association don't want to let go of this even though it just duplicates the NICS system. Senator Randleman’s original bill, which passed the Senate unanimously, was not related to pistol purchase permits. Once it moved to the House, Rep. Michael Speciale amended the bill in a House committee to include the pistol purchase permit fix. Senator Randleman supports Rep. Speciale’s amendment and even worked to ensure necessary funding was included in the Senate budget to speed up the process of digitizing medical records.<br /> <br />Now it appears Rep. Speciale’s pistol purchase permit fix is stuck in the House, and Senator Randleman has no influence over whether it will be heard. Make no mistake: the decision to delay it from receiving a vote on the House floor is being made by House leaders alone.
